Resolution to Close Catherine Street for the Ann Arbor Pride Celebration - August 2-4, 2019

Attached for your consideration is a resolution to approve the closing of Catherine Street between Fourth Avenue and Main Street from 9:00 AM on Friday, August 2, 2019 to 12:00 AM on Sunday, August 4, 2019 for the Ann Arbor Pride Celebration (formerly the OutFest Celebration).
Ann Arbor Pride is a weekend festival in Ann Arbor, Michigan to celebrate lesbian, gay bisexual, transgender, and queer identities, community, and allyship. Friday, August 2 through Sunday, August 4 will bring entertainment, community, vendor, fun and most importantly, pride. Activities on Sunday, August 4, 2019, are scheduled to take place at Wheeler Park.
The sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations. The sponsor also agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.
This event has been coordinated with all relevant City service areas for the purposes of control and for the protection of the health and safety of the participants and general public.

Whereas, The City has received a request from the Jim Toy Community Center to close Catherine Street between Fourth Avenue and Main Street from 9:00 AM on Friday, August 2, 2019 to 12:00 AM on Sunday, August 4, 2019;
Whereas, The street closures will be signed, barricaded and properly supervised by the sponsor;
Whereas, The sponsor requires the approval of the Michigan Liquor Control Commission for a special outdoor liquor license; and
Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses;
RESOLVED, That City Council approve the closing of Catherine Street between Fourth Avenue and Main Street from 9:00 AM on Friday, August 2, 2019 to 12:00 AM on Sunday, August 4, 2019 for the Ann Arbor Pride Celebration; and
RESOLVED, That a special liquor license for the event be approved, contingent upon approval from the Michigan Liquor Control Commission.
