Memorandum

The attached resolution authorizes the purchase of one 2019 Caterpillar model 2EP5000 Forklift at a cost of $44,467.00 through the Sourcewell cooperative purchasing program (contract #101816-MCF) for use by the Public Services Area, Public Works Unit.

 

The forklift is used by the Public Works Unit at the Wheeler Service Center location to lift a variety of heavy materials and equipment onto trailer and vehicles. The forklift is also used to stock and retrieve materials from elevated storage areas within the Wheeler Service Center.

 

The proposed unit is a fully electric forklift, which is consistent with the City’s Green Fleets Policy and important because the unit is frequently operated inside structures. This unit will replace asset #4913, a 2004 Clark C25C forklift that has 7,001 hours of use and whose repair costs have exceeded 320% of the purchase price of the vehicle. As a result, unit #4913 is no longer needed for City purposes.

 

Mitsubishi Caterpillar Forklift America, the manufacturer of the Caterpillar brand, was awarded contract number 101816-MCF by the Sourcewell cooperative purchasing program for forklift and lift truck equipment. Fraza Forklift, Canton, Michigan, is the local Michigan vendor of Caterpillar forklifts for Mitsubishi Caterpillar Forklift America.  The City’s purchasing unit has reviewed the Sourcewell cooperative purchasing program and found that it meets the requirements of the City of Ann Arbor for competitive and fair purchasing.  

 

Fraza Forklift complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.

 

Budget ImpactAdequate funding for the purchase of the forklift has been budgeted in the FY20 Fleet Services Fund budget, the FY20 Sustainability and Innovations Office budget and the FY20 Wheeler Center Fund Operations and Maintenance budget. The Sustainability and Innovations Office has agreed to fund the charging infrastructure for this electric forklift.

 

Green Fleet Policy:  At their April 18, 2019 meeting, the Green Fleet Committee approved the need for the replacement of this vehicle, that the proposed replacement is consistent with the Green Fleet Policy, and recommended the approval of this resolution.  The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, The Fleet & Facilities Unit needs to purchase a replacement forklift for the City’s fleet;

 

Whereas, Competitive bids were received by the Sourcewell cooperative purchasing program;

 

Whereas, Mitsubishi Caterpillar Forklift America received the contract for forklift and lift truck equipment and Fraza Forklift of Canton MI is the local Caterpillar forklift dealer of record for Mitsubishi Caterpillar Forklift America;

 

Whereas, Fraza Forklift complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funds for the purchase of this equipment in the amount of $15,925.00 are available in the FY20 approved Fleet Services Fund budget, $6,000.00 are available in the FY20 Sustainability and innovations Office budget and in the amount of $22,542.00 are available in the FY20 approved Wheeler Center Fund Operations and Maintenance budget;

 

RESOLVED, That the City Council approves the issuance of a purchase order to Fraza Forklift, for one 2019 Caterpillar model 2EP5000 Forklift in accordance with the City’s Terms and Conditions of sale for a total amount of $44,467.00;

 

RESOLVED, That the equipment being replaced (no. 4913) be sold at the next City vehicle auction, in accordance with Chapter 14, Section 1:319 of the City’s Municipal Code, after the equipment is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
