Attached for your approval is a resolution to enter into a construction contract with Inner City Contracting, LLC (Inner City), in the amount of $1,598,500.00, for the Landfill Scale and Entrance Improvements Project, ITB-4575.

This Project includes replacement of the existing single-truck scale at the Materials Recovery Facility (MRF) with a new dual scale near the Platt Road entrance to the Wheeler Service Center. The existing scale, which is at the end of its service life, is used in multiple operations including solid waste transfer station activities, compost facility material tracking, and solid waste and recycling collection weights. Dual scales will improve traffic flow and provide redundancy. The Project also involves site security improvements including a new automatic gate, communications system to remotely manage the scale, and site monitoring equipment.

The proposed project was submitted for Public Plan Review and recommended for approval by the City's Planning Commission on May 21, 2019.

Staff recommends awarding a construction contract to Inner City in the amount of its bid and approving the City's expenditure of an additional $160,000.00, should contingencies make it appropriate. It is requested that the total $1,758,500.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

Inner City complies with the City's Non-Discrimination and Living Wage ordinances.
