Resolution to Purchase 1250 Lincolnshire Lane from the Washtenaw County Treasurer for $932.00 (8 Votes Required)
Memorandum
The Washtenaw County Treasurer’s Office notified the City in December of 2018 that the property located at 1250 Lincolnshire Lane, Tax Parcel No. 09-09-18-100-010, was in tax foreclosure for the 2016 tax year. The foreclosure proceedings are now complete and the Washtenaw County Treasurer, as owner pursuant to an order and judgment of foreclosure, is prepared to deed the property to the City for the cost of the delinquent taxes, interest, and fees.
1250 Lincolnshire Lane is an outlot within a platted subdivision and functions as a cul-de-sac traffic island. Typically, this area would be included in the public right-of-way. It is not clear why it was instead platted as an outlot. The City has water mains and sanitary sewer lines currently installed within the property. There is also a DTE streetlight. Staff recommends acquiring this parcel to be included as part of the public right-of-way.
Fiscal Impact:
The cost for this parcel is $932.00, which is available in the Sewage Disposal Operations and Maintenance Budget. No appraisal is required under City Code because all of the City’s acquisition costs will be less than $10,000.00.

Whereas, The Washtenaw County Treasurer is the owner of 1250 Lincolnshire Lane pursuant to tax foreclosure proceedings as evidenced in the Order and Judgment of Foreclosure recorded in Liber 5293, page 971, Washtenaw County Records, described as:
Outlot C, Huron River Acres No. 2, according to the plat thereof recorded in Liber 16 of Plats, page 46, Washtenaw County Records.
Whereas, The Washtenaw County Treasurer is prepared to convey 1250 Lincolnshire Lane to the City for the amount of $932.00;
Whereas, The City has sufficient funds in the Sewage Disposal Operations Maintenance Budget to make the purchase; and
Whereas, Pursuant to Section 1:321(3) of City Code, an appraisal is not required for this purchase.
RESOLVED, That City Council approves the purchase of 1250 Lincolnshire Lane;
RESOLVED, That upon acquisition, 1250 Lincolnshire Lane shall be included as part of the Lincolnshire Lane public right-of-way; and
RESOLVED, That the City Administrator is authorized to take all appropriate action to implement this resolution including execution of all appropriate documents.
