Memorandum
Attached for your approval is a resolution to approve a contract between the City and the Michigan Department of Transportation (MDOT) for construction of the Dhu Varren Road Sidewalk Project. The agreement is required for the project to receive its share of federal funding from the Surface Transportation Program (STP).

The City's Non-Motorized Plan and Complete Streets approach contemplates installing new sidewalk to close gaps and provide a continuous pedestrian connection along the north and south sides of Dhu Varren Road from Omlesaad Drive to the east.

Construction for this Project is expected to begin in July and be completed by October.

The City submitted completed plans to MDOT in March 2019, and the project was advertised in April for a June 7, 2019 MDOT bid letting. This memorandum and resolution were prepared prior to the letting date, so bids were not available. MDOT will award a contract to the qualified low bidder and administer the contract. The City will act as the project engineer.

Budget/Fiscal Impact: The Engineer's estimate for construction of the Project is $608,900.00 with a total cost of $852,400.00. The City expects to receive some $573,100.00 in federal funds, which may fund construction. The City will be funding its share of the construction costs and the design, construction engineering, and material testing costs. Funding for this project will also include special assessments. An estimated breakdown of the project revenues are shown below:
