Resolution Directing the City Administrator to Develop an Interim Plan for the Use of the Library Lot to Support Community Activities

Memorandum

On April 1, 2019, City Council enacted item R-19-135, Resolution Establishing Center of the City Task Force.  This resolution provided for the creation of a Citizen Task Force to develop a “shared vision of the Center of the City,” currently known as the Library Lot, consistent with the City Charter amendment approved by the voters in November 2018.  While this resolution primarily addresses the long-term development of the property, there is also the need for an interim plan to support community uses until the permanent vision can be implemented.

Whereas, On November 6, 2018 the voters of the City of Ann Arbor approved a change to the City Charter creating the Center of the City on the property current known as the Library Lot;

 

Whereas, On April 1, 2019 the City Council approved Enactment #R-19-135 to create a Center of the City Task Force to “engage citizens in visioning, long term planning, and immediate and intermittent uses, building toward the final vision for the Center of the City on the Library Block”;

 

Whereas, Currently planning for immediate community uses of the property have been on an ad hoc basis; and

 

Whereas, There are financial and maintenance requirements associated with the current parking uses that must be addressed as part of the transition to permanent use consistent with the Center of the City Charter amendment;

 

RESOLVED, That City Council direct the City Administrator to work collaboratively with the Downtown Development Authority, the Ann Arbor Downtown Library, City staff, the Library Green Conservancy, and the Center of the City Task Force to identify a process for regular scheduling of the Library Lot; development of a public-private partnership with the Library Green Conservancy, and the financial impacts of transitioning the site away from its current primary use for surface parking; and

 

RESOLVED, That the City Administrator will provide regular updates to Council on the status of these efforts and provide a final interim plan to Council not later than September 30, 2019.
