Resolution to Approve a Professional Services Agreement with Testing Engineers & Consultants, Inc. for Material Testing Services for the Hoover, Greene, & Hill Improvement Project ($63,550.00)

Memorandum

Attached for your review and approval, please find a resolution to approve a Professional Services Agreement (PSA) with Testing Engineers & Consultants, Inc (TEC) in the amount of $63,550.00 for material testing services for the Hoover, Greene, & Hill Improvement Project.

 

In January of 2018, the City received six proposals from materials testing firms for the 2018 and 2019 construction season in response to Request for Proposal (RFP) No. 18-02.  A selection committee reviewed the proposals and scored them according to the following criteria:

 

                     Professional Qualifications (15%)

                     Proposed Work Plan (25%)

                     Past Performance (40%)

                     Fee Proposal (20%)

 

The committee ranked the responding firms in the following order:

 

1.                     Materials Testing Consultants

2.                     Professional Services Industries

3.                     TEC

4.                     CTI & Associates

5.                     TTL Associates

6.                     Tyme Consulting Engineering

 

The selection committee decided that the top five firms were qualified to perform the work, and the projects for the 2018 and 2019 construction season were divided among them, with TEC being selected to perform the testing on the Project.

 

Engineering staff has negotiated the scope of work and associated fee for this project and that is reflected in the PSA that is being recommended for Council approval.  TEC is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances.  The form of contract will be the standard professional services agreement drafted by the City Attorney.

 

Budget and Fiscal Impact:  Funding for this work is available within the existing project budget.

Body

Whereas, It is appropriate to retain the services of a professional materials testing firm for the Hoover, Greene, & Hill Improvement Project;

 

Whereas, The professional engineering firm of Testing Engineers & Consultants, Inc. (TEC) submitted a proposal for the necessary services, setting forth the services to be performed by said firm, and the payments to be made by the City therefor, all of which are agreeable to the City; and

 

Whereas, TEC complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That a professional services agreement be approved with TEC in the amount of $63,550.00;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement, after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That the City Administrator be authorized to approve amendments to TEC’s professional services agreement up to $6,355.00 to satisfactorily complete the project; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
