Resolution to Approve the Purchase of a Hybrid Police Vehicle from Signature Ford (Macomb County Bid - $36,519.00)

Memorandum

The attached resolution authorizes the purchase of one Ford Police Interceptor - Hybrid Utility vehicle for $36,519.00 from Signature Ford. 

 

On March 8, 2019, police patrol vehicle #0356 was struck by another vehicle during a traffic stop and the patrol car was totaled, a loss for which the City has commenced the insurance claims process.  This resolution seeks approval to purchase a replacement.

 

The Police Interceptor - Utility is the standard patrol vehicle for the City.  With the new model year, Ford now offers a hybrid version, which has a battery pack that powers the vehicle’s electronics when the vehicle is stopped, which is frequent.  The engine restarts when the battery gets low or the vehicle needs to move.  Ford projects a nearly 40% improvement in fuel economy with the hybrid powertrain, which is $3,115.00 more expensive than the standard model.

 

Purchasing a hybrid model carries the added benefit of allowing the City to evaluate one before its next large purchase of patrol vehicles in FY20.

 

The Fleet and Facilities Unit reviewed the bids of the Cooperative Purchasing Programs of the State, and Oakland and Macomb Counties. Signature Ford was the lowest responsible bidder to the Macomb County bid (bid #21-18) for patrol vehicles.

 

Signature Ford complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.

 

Budget ImpactAdequate funding for the purchase of this vehicle is available in the FY19 Fleet Services Fund budget and the FY19 General Fund Police Operations budget.

 

Green Fleet Policy:  Through communications on March 22, 2019, the Green Fleet Committee approved the need for the replacement of this vehicle, that the proposed replacement is consistent with the Green Fleet Policy, and recommended the approval of this resolution.  The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, The Fleet and Facilities Unit needs to purchase a replacement patrol vehicle;

 

Whereas, Signature Ford is the lowest responsible bidder to the Macomb County Cooperative Bid program; and

 

Whereas, Signature Ford complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances;

 

RESOLVED, That City Council approve a purchase order to Signature Ford for one 2020 Ford Police Interceptor - Hybrid Utility vehicle for $36,519.00;

 

RESOLVED, That funding in the amount of $30,061.00 comes from the FY 2019 Fleet Services budget and in the amount of $6,458.00 comes from the FY 2019 General Fund Police Operations budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the vehicle being replaced (no. 0356) be sold at the next City vehicle auction after the insurance claim process has been completed; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
