Memorandum
Attached for your consideration is a resolution to approve the closing of certain streets for the 2019 Take Back the Night (Rally and March) on Wednesday, April 3, 2019. As in every previous year of this event, the streets are not barricaded, as City Police serve as escorts for this event and the streets are immediately accessible as the participants progress. The following streets will be closed as needed from 8:00 P.M. until 9:00 P.M. for the march and will be reopened as soon as possible after the march passes:

* Thompson Street from Madison to William
* William Street from Thompson Street to S. Fourth Ave.
* S. Fourth Ave. from William to E. Liberty
* E. Liberty Street from S. Fourth Ave. to S. State Street
* North University from S. State Street to the Michigan League

The applicant, Michigan Takes Back the Night, agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

Notification will occur through the City's website and GovDelivery. The applicant will notify impacted businesses and residents along the route by contacting them with flyers to be distributed one week prior to the event.

The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.
