Attached for your consideration is a resolution to approve the closing of Detroit Street from Catherine Street to North 5th Avenue for the Fool Moon special event on Friday, April 5, 2019 from Noon to Midnight.

The event is being jointly sponsored by WonderFool Productions and the UM Alice Lloyd Scholars program. It is designed to celebrate April Fool's Day and will include artistic lantern creations that will artificially light up the area, as well as food, beverages, music and other entertainment. Bands are scheduled to play from 6:00 PM until 10:00 PM.

This will be the first year the event will be held at the Kerrytown Market instead of in front of Grizzly Peak on Washington. Parks staff has discussed this event with the businesses in the area to obtain their support.

The sponsor is requesting that the following street be closed from Noon to Midnight on Friday, April 5, 2019:

? Detroit Street from Catherine Street to North 5th Avenue

The sponsor will coordinate the bagging of parking meters with the DDA and Republic Parking.

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

Notification of the street closings will be provided through the City's and Festifool/Fool Moon websites, and emails sent through the Main Street Area Association. Flyers will also be hand delivered to adjacent businesses one week before the event.

The sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations.
