Attached for your review and approval, please find a resolution to approve a construction contract with Anglin Civil, LLC in the amount of $30,302.50 for the Plymouth Road Retaining Wall Repair Project. 

 

Project Description

 

The Plymouth Road Retaining Wall Repair Project is a Capital Preventative Maintenance project that will re-paint the existing steel H-piles of the retaining wall located along the south side of Plymouth Road between Barton Drive and upper Broadway Street (just west of the Shell gas station.)  The H-piles will be sand-blasted to a near-white condition and re-coated with a 3-coat paint system of the same color.  The existing pre-cast concrete panels are in good condition and do not require any remedial work.  Once performed, it is expected that this retaining wall will perform as intended for an additional 25 years or so.

 

The Engineering Unit prepared plans and contract documents and bid the project through the City’s Procurement Unit following city standard procedures. On December 5, 2018, three bids were received for this work.  Anglin Civil, LLC, of Livonia, Michigan was determined to be the lowest responsible bidder with a bid amount of $30,302.50.

The Engineer’s Estimate for the project’s work was $40,770.00. The lowest responsible bid for this project is 34.5% below the Engineer’s Estimate.  Upon review of the bids received, the lowest bid conforms with the contract requirements, the Contractor has good references, and a history of successfully completing this type of work.  Consequently, staff recommends awarding this contract to Anglin Civil, LLC.

 

Construction is expected to start in April 2019 after the seasonal weight restrictions (Frost Laws) are removed from the area roadways.  The Contractor has been given 30 consecutive calendar days to complete the work once they are provided Notice to Proceed. 

 

In order to perform the work, the sidewalk along the south side of Plymouth Road in the project area will be closed to provide a working area for the contractor; pedestrians will be detoured to the north side of the road for the duration of the work.  The Contractor will erect containment around the work area in order to maintain a clean and orderly work site.

 

Budget/Fiscal Impact

 

The estimated total cost of the project is $85,400.00.  Funding for this project is available in the approved Major Street Fund capital budget.

Whereas, The City of Ann Arbor has previously inspected its major retaining walls and has determined that the Plymouth Road Retaining Wall along the south side of Plymouth Road between Barton Drive and upper Broadway Street should have preventative maintenance to maintain it in a state of good repair;

 

Whereas, The Engineering Unit prepared plans and specifications for this work, and competitively bid the project in accordance with City standard procedures;

 

Whereas, The cost of this work will be funded through the approved Major Street Fund Capital Budget;

 

Whereas, The City of Ann Arbor received three bids for this work on December 5, 2018 and Anglin Civil, LLC of Livonia, Michigan was the lowest responsible bidder for this work with a total bid of $30,302.50;

 

Whereas, It is now appropriate to enter into a contract with Anglin Civil, LLC for the performance of this work; and

 

Whereas, Anglin Civil, LLC has submitted all required Non-Discrimination, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the construction contract with Anglin Civil, LLC in the amount of $30,302.50 in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;

 

RESOLVED, The City Administrator be authorized to approve amendments to the contract with Anglin Civil, LLC up to $3,100.00 in order to satisfactorily complete the project; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
