Resolution to Award a Construction Contract to J. Ranck Electric, Inc. for the 2019 Streetlight Replacement Project ($546,924.00, Bid No. ITB-4557)

Memorandum

Attached for your review and approval is a resolution to award and enter into a construction contract with J. Ranck Electric, Inc., in the amount of $546,924.00, for the 2019 Streetlight Replacement Project, ITB-4557.

 

The project includes replacement of 73 streetlights throughout the City that were previously assessed to be in poor condition.  Specific project areas targeted by this work include Fourth Avenue between Huron Street and William Street and also Liberty Street between Fifth Avenue and Division Street.  This work is for capital maintenance of existing streetlights only.  Separate work is being coordinated with DTE and City crews for the installation of new streetlights.

Three (3) bids were received on Thursday, December 20, 2018.  The lowest responsible bid was from J. Ranck Electric, Inc. in the amount of $546,924.00.  A summary of the bids is attached.

Staff recommends awarding a construction contract to J. Ranck Electric, Inc. in the amount of $546,924.00, and approving the City’s expenditure of an additional $54,000.00, should it be appropriate for the City to do so in the event of contingencies.  It is requested that the total $600,924.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

J. Ranck Electric, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

Budget Impact:  The FY2018-2023 Capital Improvements Plan (CIP) identifies the Streetlight Capital Replacement Project (TR-OT-18-01) and is included in the approved Capital Budget.

Whereas, It is appropriate to repair or replace City-owned streetlights in various locations throughout the City to provide reliable street lighting;

Whereas, The approved Capital Budget includes funding for streetlight capital maintenance;

 

Whereas, Bids were received by the Procurement Unit on December 20, 2018 and J. Ranck Electric, Inc. of Mt. Pleasant, Michigan, was the lowest responsible bidder at $546,924.00;

 

Whereas, It is now appropriate to enter into a contract with J. Ranck Electric, Inc. for the 2019 Streetlight Replacement Project; and

 

Whereas, J. Ranck Electric, Inc. complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That a construction contract in the amount of $546,924.00 be awarded to J. Ranck Electric, Inc. for the 2019 Streetlight Replacement Project (Bid No. ITB-4557);

 

RESOLVED, That a contract contingency amount of $54,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with J. Ranck Electric, Inc. not to exceed $54,000.00;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
