Resolution to Approve Amendment to Personal Services Agreement with Steven Yaffee to Facilitate the Huron River and Impoundment Management Plan Committee Effort ($8,000.00)

In March 2006, the Ann Arbor Environmental Commission created the Huron River and Impoundment Management Plan (HRIMP) Committee and charged them with developing a Huron River and Impoundment Management Plan.
On July 18, 2007, the City of Ann Arbor entered into a Personal Services Agreement with Dr. Steven Yaffee, Independent Contractor. Dr. Yaffee was hired to facilitate meetings of the Huron River and Impoundment Management Plan Committee. The personal services agreement was not to exceed $25,000.00 over a 2-year period.
The HRIMP Committee has worked since then to develop a 20-year Management Plan for the stretch of the Huron River and its impoundments within Ann Arbor, considering a broad range of management recommendations for aquatic vegetation, dams, and recreation.
The number of meetings needed to develop a high quality the plan exceeded original expectations. As such, the city required a greater level of effort from Dr. Yaffee than originally estimated. The attached resolution would approve an additional $8,000 to amend the personal services agreement for up to $33,000.00 with Steven Yaffee for HRIMP Committee facilitation services.
Funding for this increase is available in FYO9 Stormwater System Operations and Maintenance budget. Future extensions are subject to approved funding.
