Memorandum
The attached resolution authorizes the purchase of two 2009 Toro  model 7210 commercial six-foot wide mower/snow broom combination units at $42,065.00 each for a total of $84,130.00 through the Cooperative Purchase provision of the 2009 State of Michigan Extended Purchasing contract.
 
The Toro model 7210 Groundsmaster is equipped with a 72 inch zero turn mower deck during the summer months and then will be converted into a tracked unit with enclosed cab to which one of three included snow attachments will be mounted.  The snow attachments are a 60" snow broom, a 60" snow blower, or a 60" snow blade and their use will vary depending on the area to be cleared and the depth of the snow.
 
These units will replace two 36" walk behind mowers, one 52" walk behind mower, one 72" riding mower, one 60" riding snow power unit, and one 60" snow broom. By purchasing the new Toro units we will eliminate six seasonal pieces of equipment and replace them with units that will be used year round.
 
As mowers, these units will be utilized to mow preferred areas such as baseball fields and the newly renovated athletic fields at Fuller and Olson Parks. When converted to snow removal, these units provide the flexibility and adaptability to switch attachments in less than 2 minutes allowing staff to adjust and adapt to the variety of snow events we encounter. These units are narrow and extremely maneuverable which will allow us to remove snow on the downtown heavy traffic routes and narrow bridge walkways more expeditiously and with less hand work, thus improving productivity and reducing staff time.  
 
Spartan Distributors of Sparta, MI was awarded Contract Number 071B7200194 by the State of Michigan for Lawn & Garden Equipment.  This contract is part of the extended purchasing program which, through the cooperative purchase provision, allows local government agencies to purchase from it.
 
The Fleet and Facility Unit's Motor Equipment Fund and the Field Operations Unit's General Fund have adequate funds in their FY 2009 budgeted funds for this purchase.
 
Spartan Distributors received Human Rights approval on June 26, 2008.

Whereas, The Fleet & Facility Unit needs to purchase replacement mowers for the City's fleet;
 
Whereas, Competitive bids were received by the State of Michigan;
 
Whereas, Spartan Distributors of Sparta, MI, received the contract for Lawn & Garden Equipment; and
 
Whereas, Spartan Distributors received Human Rights approval on June 26, 2008;
 
RESOLVED, That City Council approve the issuance of a purchase order to Spartan Distributors in the amount of $84,130.00 for the purchase of two 2009 Toro model 7210 commercial mowers with Polar Trac conversion kits at $42,065.00 each for a total of $84,130.00, with $18,350.00 coming from the 2009 budgeted Fleet Motor Equipment Funds and $65,780.00 coming from Field Operations Unit General Fund 2009 budget with the funds to be available without regard to fiscal year;
 
RESOLVED, That the units being replaced, nos. 6869, 6870, 6871, 6889, 6450, and 6861 be sold at the next City vehicle auction after delivery of new units; and
 
RESOLVED, That the City Administrator authorized to take the necessary actions to implement this resolution.
