Memorandum
Your approval is requested to award a contract to Rauhorn Electric, Inc. for $79,494.00 to install a standby generator and implement electrical improvements at the City's Arbor Landing sewage lift station. This permanent standby generator will increase lift station reliability, minimize the possibility of surcharging sewer lines and flooding basements and reduce staffing expense.
 
The City has eight sewage lift stations located at seven separate sites. These stations pump sewage through sewers to the City's Wastewater Treatment Plant (WWTP).  The loss of pumping capabilities at a lift station could cause sewage to surcharge the sewer pipes and discharge into private property or the environment.  Currently, the WWTP has three permanently installed standby and two mobile generators to supply the power required to maintain pumping at each of the eight lift stations during power outages.
 
In past extreme weather conditions, electric service to the lift stations has been disrupted for up to several days.  During a power outage WWTP staff must quickly move the mobile generators among the sites not equipped with permanent standby generators to assure required pumping of the lift station wet wells.  Under these conditions, it may be unavoidable that sewage surcharges into private property or the environment due to the time required to service several sewage lift stations at once.
 
Over past several years, the installation of emergency generators at the Sequoia, Franklin and Lakewood sewage lift stations has increased overall system reliability. Still, there are more lift stations without permanent standby generators rather than mobile generators available to power them.  Staff evaluated the remaining lift station sites based on relevant criteria like: frequency and duration of power disruptions, normal flows, storm flows, accessibility by mobile generator crews, etc. Based on this evaluation, staff determined that Arbor Landing lift station was the best candidate for the installation of a permanent standby generator.
 
An invitation to bid (ITB 4009) on providing the standby generator installation and electrical improvements at the Arbor Landing lift station was published by the City's purchasing department.  There were eight respondents to the invitation:

·A.F. Smith bid $86,895.00
·Cochran Electric bid $86,719.00
·Delta Electrical Contractors bid $84,450.00

·Rauhorn Electric, Inc. bid $79,494.00
 
City staff reviewed Rauhorn Electric, Inc.'s bid and recommends them as the as the lowest responsible bidder.
 
You are requested to approve a contract with Rauhorn Electric, Inc. in the amount of $79,494.00 for this work and a contingency of $15,900.00 for change orders to be approved by the City Administrator.  Additionally, you are requested to approve these funds ($95,394.00) to be available until expended without regard to fiscal year.
 
Rauhorn Electric, Inc. received Human Rights approval on April 28, 2009, and complies with the City's living wage requirements.
 
Funds to finance this work are included in the approved FY09 WWTP Operations and Maintenance budget for the Sewage Disposal System.

Whereas, Rauhorn Electric, Inc. provided the low bid of $79,494.00;
 
Whereas, Rauhorn Electric, Inc. received Human Rights approval on April 28, 2009, and complies with the City's living wage requirements; and
 
Whereas, Funds to finance this work are included in the approved FY09 WWTP Operations and Maintenance budget for the Sewage Disposal System;
 
RESOLVED, That Council approve the contract with Rauhorn Electric, Inc. in the amount of $79,494.00 to perform the work specified in ITB 4009;
 
RESOLVED, That Council approve the contingency in the amount of $15,900.00 to finance change orders to be approved by the City Administrator; and
 
RESOLVED, That the funds be available for the life of the project, without regard to fiscal year.
