Memorandum
The attached resolution requests authorization for a 12 month contract for services with Governmental Consultant Services, Inc. (GCSI) for lobbying services in the amount of $48,000.00 for fiscal year 2009/2010.

GCSI's current contract for services expires on June 30, 2009. GCSI has done an outstanding job for the last eight years communicating issues currently pending before the legislature. It is in the City's best interest to continue to retain the services of GCSI.

Funds for this contract are included in the FY 2009/2010 Administrator's Office budget. Human Rights approval and compliance with the living wage ordinance were received on May 27, 2009.

Whereas, In 2001, City Council sought proposals for the provision of lobbying services for the City and awarded a one-year contract to Governmental Consultant Services, Inc. (GCSI) which under the terms of the contract provided for two six-month service periods;

Whereas, GCSI's contract for services expires on June 30, 2009;

Whereas, GCSI has done an outstanding job for the past eight years of communicating issues currently pending before the legislature;

Whereas, Funds for this contract are included in the Administrator's Office FY 2009/2010 budget; and

Whereas, Human Rights approval and compliance with the living wage ordinance were received on May 27, 2009;

RESOLVED, That Council approve a 12 month contract with GCSI in the amount of $48,000.00 for fiscal year 2009/2010 to perform lobbying services for the City;

RESOLVED, That the Mayor and City Clerk be authorized to sign the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
