Memorandum
Attached for your consideration is a resolution to approve the closing of N. University between Fletcher and Thayer from 8:00 A.M. to Midnight on Sunday, August 2, 2009 to stage the NJATC Graduation Dinner for NJATC/NTI participants, guests and staff.

The National Joint Apprenticeship & Training Committee (NJATC) has held its annual National Training Institute (NTI) in Knoxville, TN for the last 19 years. The NTI is a joint program between the National Electrical Contractors Association and the International Brotherhood of Electrical Workers to train qualified workers, and is perhaps the largest apprenticeship and training program of its kind. The NJATC currently has a 3 year contract with the University of Michigan to host the NTI, with an option to renew. The NTI is expected to draw more than 2,000 people to the City between July 31 and August 7, 2009, with an estimated economic impact of more than $2,000,000.

Tents, tables and chairs will be spread throughout the Ingalls Mall area for the Graduation Dinner and all food service will be served on University of Michigan property.

The sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations.

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

The sponsor will mail written notice to all affected businesses, religious institutions and area residents not less than 14 days prior to the event.
