Resolution to Amend the Administrative Plan Regarding the Waitlist and to Add Non-Elderly Disabled Households and Family Unification Program Vouchers as a Preference and Special Funding Program

 

Memorandum

 

The Ann Arbor Housing Commission's Housing Choice Voucher Administrative Plan details its policies and procedures for the management of its Housing Choice Voucher (HCV) Program. The AAHC periodically revises the Plan to reflect changes in HUD policies and changes in AAHC policies. Staff recommend that the AAHC Board adopt the attached policy changes to the Waitlist Section of the Administrative Plan to clarify how the AAHC will manage its preferences and special funding programs. The Attached Section of the Administrative Plan is in track changes to show the policy changes, additions, and clarifications.

WHEREAS, The Ann Arbor Housing Commission's Housing Choice Voucher Administrative Plan details its policies and procedures for the management of its Housing Choice Voucher (HCV) Program; and

 

WHEREAS, HUD requires the AAHC to adopt a preference and targeted funding for Non-Elderly Disabled Households as a condition of the NED vouchers awarded; and

 

WHEREAS, HUD requires the AAHC to adopt a preference and targeted funding for the Family Unification Program Vouchers awarded by HUD; and

 

WHEREAS, The waitlist policy related to preferences and special funding programs is confusing and needs clarification; and

 

RESOLVED, that the Board of the Ann Arbor Housing Commission approve the revisions to the Administrative Plan as described in the memorandum above to take effect on January 1, 2019.
