An Ordinance to Create the Independent Community Police Oversight Commission (Ordinance No. ORD-18-30)
Memorandum
By resolution 18-0197, the City Council created an Advisory Task Force to make recommendations regarding the roles and responsibilities of a Community Policing Commission. The Task Force completed its review in August, 2018 and has recommended a proposed ordinance to govern the Community Policing Commission. The attached ordinance has considered the Task Force recommendations as well as the City Charter, applicable Collective Bargaining Agreements, other applicable law, ordinances, and City regulations. Proposed Commission bylaws and budget resolutions will supplement the attached ordinance. Bylaws will include provisions related to recruitment of members by the Commission, officers, meeting frequency, and creation of advisory committees related to youth and other groups.
Budget Impact
Will be addressed by a separate budget resolution.

AN ORDINANCE TO REPLACE PREVIOUSLY REPEALED SECTIONS 1:210 THROUGH 1:220 OF CHAPTER 8, TITLE I OF THE CODE OF THE CITY OF ANN ARBOR WITH NEW SECTIONS 1:210 THROUGH 1:220 OF CHAPTER 8, TITLE I OF THE CODE OF THE CITY OF ANN ARBOR (INDEPENDENT COMMUNITY POLICE OVERSIGHT COMMISSION)
The City of Ann Arbor ordains:
Section 1. That previously repealed sections 1:210 through 1:220 of Chapter 8, Title I of the Code of the City of Ann Arbor be replaced with new sections 1:210 through 1:220 of Chapter 8, Title I of the Code of the City of Ann Arbor to read as follows:
