Resolution to Approve Amendment No. 1 to the Professional Services Agreement with TTL Associates, Inc. for Construction Materials Testing on the Crest, Buena Vista, Washington Water Main Project (up to $20,001.00)

Attached for your review and approval is a resolution to authorize Amendment No. 1 to the Professional Services Agreement (RFP 18-02) with TTL Associates, Inc. (TTL) for construction materials testing on the Crest, Buena Vista, Washington Water Main Project.
Services being performed include all the required testing for soils, aggregates, asphalt, and concrete on the project that includes replacing 4 inch and 6 inch water main along Crest Avenue between Buena Vista Avenue and Huron Street, along Buena Vista Avenue between Crest Avenue and W Washington Street, and along W Washington Street between Crest Avenue and S Seventh Street with 8 inch and 12 inch water main. This project also includes bump-outs along W Washington and Crest, new ADA approved sidewalk ramps, some curb and gutter, drainage structure replacements, and HMA resurfacing.
The amount of testing performed on the Crest, Buena Vista, Washington Water Main Project has been higher than anticipated. The project took longer to complete than was anticipated, and as a result, additional testing is needed for the extra items of work.
TTL Associates, Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact
The services provided by these consultants will be paid for within the approved project budget for Crest, Buena Vista, Washington Water Main Project.

Whereas, The TTL Associates, Inc. is performing the materials testing services for the Crest, Buena Vista, Washington Water Main Project;
Whereas, The amount of testing required on the Crest, Buena Vista, Washington Water Main Project was higher than anticipated due to an extended project schedule;
Whereas, TTL Associates, Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances; and
Whereas, The required funds for the additional services are available in the project budget for the Crest, Buena Vista, Washington Water Main Project;
RESOLVED, That Amendment No. 1 to the Professional Services Agreement with TTL Associates, Inc. in the amount up to $20,001.00 be approved for construction materials testing;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
