Resolution to Appoint Mark Perry as the City of Ann Arbor City Assessor on an Interim Basis
Memorandum
The attached resolution provides for the appointment of Mark Perry as the City of Ann Arbor Assessor, effective September 19, 2018.
The Assessor's role and responsibilities are defined in the City's Charter and Michigan statute. Based on the state equalized value of Ann Abor, the State Tax Commission requires a minimum certification level of Michigan Master Assessing Officer (formerly Level 4).
Mark Perry holds a Bachelor of Science in Business Administration from Central Michigan University and has held various certifications for assessment and property valuations including Certified Personal Property Examiner and Certified Assessment Evaluator (CAE). Mr. Perry is a Michigan Master Assessing Officer (MMAO) and has been so, or its equivalent, since 1979.
Mr. Perry is qualified to serve and is recommended to City Council for appointment as the City Assessor on an interim basis.

Whereas, Mr. Perry holds a Bachelor of Science in Business Administration from Central Michigan University and obtained a Michigan Master Assessing Officer certification (or equivalent) in 1979;
Whereas, The Ann Arbor City Charter and State statute requires a minimum certification level of Michigan Master Assessing Officer (formerly level 4) certification to fulfill prescribed responsibilities;
Whereas, Mark Perry is qualified to serve and is recommended to Council for appointment as the City Assessor on an interim basis; and
Whereas, Howard Lazarus, the City Administrator recommends Council appoint Mark Perry as the City Assessor on an interim basis;
RESOLVED, That City Council does hereby appoint Mark Perry as the City of Ann Arbor Assessor, effective September 19, 2018;
