Resolution to Approve a Professional Services Agreement between the City and Mead & Hunt Inc. for Work Related to the Environmental Assessment Study for the Safety Extension of Runway 6/24 at the Ann Arbor Municipal Airport ($275,592.01)

Attached for your consideration is a resolution to approve a professional services agreement between the City and Mead & Hunt Inc., Lansing Michigan, in the amount of $275,592.01 for engineering services related to the environmental assessment (EA) study for the safety extension of runway 6/24 at the Ann Arbor Municipal Airport.
The overall scope of work is to address revisions and updates to the draft EA previously prepared by a different consulting firm. These revisions and updates were required by the FAA in their comment letter in 2017 and subsequently negotiated to the scope of work attached to the professional services agreement. Significant items include:
* A new noise study, because the FAA now requires use of the AEDT model instead of the older Integrated Noise Model;
* An air quality study, since Washtenaw County is now in "maintenance" status for an air particulate (PM 2.5) per the EPA;
* A 2-3 day wildlife hazard site visit by a certified biologist;
* A new wetlands assessment, even after a 2017 site visit found conditions consistent with previous evaluations;
* Reformatting, as the FAA has changed how EA studies are done; and,
* A 3rd public hearing and formal public comment period on the revised draft EA.
Mead & Hunt Inc. is a national engineering consulting firm that specializes in aviation services. MDOT-Aero maintains a list of consulting firms in Michigan that are qualified to complete this type of work. Mead & Hunt Inc. is one of these approved firms and was selected because of their ability to complete the task to the satisfaction of the City, MDOT-Aero and the FAA.
