Memorandum

Attached for your review and approval is a change order to the Construction Contract with CLI Concrete Leveling Inc. (“CLI”) for the 2018 Sidewalk Repair Project.

 

This Contract work includes leveling sidewalk slabs that have “vaulted” or “displaced” joints that result in vertical displacements of between ½- and 1-inch, so that the City may avoid removal and replacement of otherwise good sidewalks.  Based on the City’s sidewalk-replacement contractor’s unit prices, leveling, as opposed to replacing, one concrete slab will save the City an average of about $171.00 (based upon a typical 5’ wide sidewalk that is 4” thick). 

 

The original project estimate was for the leveling of 1,250 slabs.  In advance of construction in each of the 2018 focus areas, slabs were marked for repair, and it became clear that the amount of slabs marked for lifting would exceed the amount originally estimated during project bidding, including the contingency amount. In order to complete all of the needed work for 2018, the attached Change Order No. 1 is appropriate.

 

Budget Impact

Funding for the project comes from the Street, Bridge, and Sidewalk Millage, and is included in the FY 2018 Sidewalk Repair project budget.  The construction contract was approved by City Council on April 2, 2018 for a total authorized amount of $66,500.00. Change Order No. 1 in the amount of $24,910.00 increases the total authorized amount to $91,410.00.  It is anticipated that the additional lifting to be done will be offset to some degree by a reduction in the number of sidewalk slabs replaced, thus not having a substantial impact on the overall project budget.

Whereas, The City of Ann Arbor FY 2018 Capital Improvements Plan (CIP) includes the 2018 Sidewalk Leveling Project;

 

Whereas, The Project is appropriate to maintain or repair pedestrian facilities in the City of Ann Arbor;

 

Whereas, Sidewalk leveling to eliminate certain vertical displacements is a cost-effective and low-impact solution to assist the City in maintaining sidewalks;

 

Whereas, It is appropriate to increase the number of concrete sidewalk slabs lifted to complete all areas inspected in 2018;

 

Whereas, Funds are available in the FY 2018 Sidewalk Repair project budget;

 

Whereas, CLI was awarded a construction contract for the 2018 Sidewalk Leveling Project in the amount of $66,500.00 and the approved contingency amount of $6,700.00 is insufficient to cover the total value of Change Order No. 1; and

 

Whereas, CLI Concrete Leveling, Inc. has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Prevailing Wage and Living Wage ordinances.

 

RESOLVED, That Change Order No. 1 to the construction contract with CLI Concrete Leveling, Inc. for the 2018 Sidewalk Leveling Project be approved in the amount of $24,910.00 for a total contract amount of $91,410.00 for additional amounts of work under the contract; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this Resolution.
