Resolution to Approve the Purchase of Polymer from BASF Corporation for the Wastewater Treatment Plant, Bid No. ITB-4539 ($193,070.00 estimated)

Your approval is requested to authorize the purchase of polymer from BASF Corporation for the City’s Wastewater Treatment Plant (WWTP) at an estimated cost of $193,070.00 for FY19.
The WWTP utilizes two gravity-belt thickeners and three centrifuges to make biosolids suitable for beneficial reuse through land application during the non-winter months, and for disposal at a landfill during the winter. Biosolids must be conditioned with polymers to ensure functionality and optimal performance of the centrifuges and gravity belt thickeners, and to thereby lower the total expense of the process.
Plant staff worked with several vendors to test various polymers to ascertain characteristics best suited to the WWTP’s biosolids processing equipment. The results of these tests indicated that two polymers, SNF Polydyne Clarifloc CE-1540 and BASF Corporation Zetag 8846FS (US) are the most effective choices. Pricing for both polymers was requested under Bid No. ITB-4539, and the following supplier submitted a response:

Staff reviewed the bid, compared it to ITB-4539 specifications and now recommends that BASF Corporation be approved as the lowest responsible bidder to supply polymer to the WWTP for FY19. Staff also seeks authority to extend the agreement for a year up to three times at the same price, should funding be available and should BASF Corporation and the City Administrator agree.
Funds to finance this purchase are included in the approved FY19 WWTP Operation and Maintenance budget for the Sewage Disposal System.

Whereas, The City’s Wastewater Treatment Plant (WWTP) uses polymer as a key component of its biosolids processing systems;
Whereas, WWTP staff determined through testing that two polymers are the most effective: SNF Polydyne Clarifloc CE-1540 polymer and BASF Corporation Zetag 8846FS (US) polymer;
Whereas, Pricing for both polymers was requested under Bid No. ITB-4539 and BASF Corporation submitted a bid to supply Zetag 8846FS (US) polymer at a cost of $0.898/lb., delivered;
Whereas, WWTP staff reviewed the bid, compared it to ITB-4539 specifications and recommends that BASF Corporation be approved as the lowest responsible bidder to supply polymer to the WWTP for FY19;
Whereas, Sufficient funds have been budgeted in the approved FY19 WWTP Operation and Maintenance budget for the Sewage Disposal System and approval for subsequent years is subject to availability of funding; and
Whereas, BASF Corp. complies with the requirements of the Non-Discrimination Ordinance;
Resolved, That City Council approve a purchase order with BASF Corp. for the purchase of polymer in accordance with the terms of ITB-4539 ($0.898/pound delivered);
RESOLVED, That the City Administrator be directed to issue a purchase order in accordance with this resolution at an estimated cost of $193,070.00 for a one-year term ending June 30, 2019;
RESOLVED, That the City Administrator be authorized to renew the purchasing agreement for up to three (3), one-year (1) periods after the initial one-year period, provided both parties agree to an extension and subject to the availability of funding; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
