Resolution to Approve the Sale of Surplus Fire Equipment

Memorandum

The attached resolution authorizes the sale of fire equipment deemed as surplus property by the City. 

 

Section 1:319 of the City Code of Ordinances states that “Personal property with a value in excess of $25,000.00 may be sold by auction, trade-in or after advertising and receiving competitive bids, as provided in section 1:313 and after approval of the sale has been given by the Council.”

 

The equipment is a 1996 E-One 95’ rear mount platform aerial apparatus (#1095), which is used as a reserve unit by the City’s Fire Department.  This equipment has 2,483 hours of use.  While it’s fully operational, its 22-year work history increases the risk of a major component failure, which could create significant financial liability for the City and reduce resale value. 

 

The Fire Chief had proposed the sale of this equipment as part of his apparatus plan.  By moving the proposed sale up, resale value will be maximized with maintenance costs reduced.  The sale would also avoid an expensive pump test later this year and free up needed space in the Fire Station.

 

Surplus City vehicles and equipment are sold through public auctions, online or in-person. While the true value of the equipment will be determined through the auction process, staff anticipates setting a minimum “reserve” on this apparatus of $30,000.00.  While there is no guarantee this reserve will be reached, staff will need Council approval in case a bid amount meets or exceeds the reserve.  

 

Proceeds from the sale of these surplus items will be made to the Fleet Fund.

Whereas, The Fleet & Facilities Unit handles the disposal of surplus City vehicles and equipment through the public auction process as directed by City ordinance;

 

Whereas, The City has deemed one reserve fire equipment as surplus property;

 

Whereas, Section 1:319 of the City Code of Ordinances requires City Council approval for the sale of surplus property if the value of an asset exceeds $25,000.00; and

 

Whereas, To ensure a smooth and timely public auction process, the Fleet & Facilities Unit is seeking City Council authorization in advance of the auction since a successful bid will exceed the $25,000.00 threshold;

 

RESOLVED, That the City Council approves the sale of a 1996 E-One 95’ rear mount platform aerial apparatus should its value exceed $25,000.00 in the public auction process;

 

RESOLVED, That the apparatus (no. 1095) be sold at the next City vehicle auction held after it is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
