Resolution to Approve Purchase of Clarifloc C-308P for Water Treatment from SNF Polydyne Inc; Bid No.4536 (estimated $33,480.00)

Memorandum

Your approval is requested to authorize the purchase, under the City’s standard purchase order terms, of Clarifloc C-380P for the Water Treatment Services Unit. Clarifloc C-308P is used to control zebra mussels at the river intake as well as a coagulant and filter aid in the water treatment process.  The estimated cost of this chemical in FY19 is $33,480.00 for the purchase of 120 drums.

 

For ITB 4536 the following bids were received:

SNF Polydyne

$279.00/ drum

Nalco Water

$405.00/drum

 

It is recommended that the resolution be approved to satisfy the Water Treatment Plant’s requirement for zebra mussel control and coagulant. SNF Polydyne is the lowest responsible bidder. 

 

In the event that Polydyne is unable to furnish the chemical, it is requested that the WTSU Manager be authorized to accept the next lowest responsible bid for the purchase.

 

It is also recommended that the you approve follow-on purchases to cover up to three additional one-year periods at no increase in cost, if the vendor is agreeable and the City deems it to be in its best interest.

 

Funds are budgeted for this purchase in the FY19 Operations and Maintenance Budget for the Water Supply System and the General Fund (hydroelectric dam).  Future purchase agreements are subject to the availability of funding and budget approvals.

 

SNF Polydyne complies with the City of Ann Arbor’s Conflict of Interest and Non-discrimination Ordinances.

Whereas, the Water Treatment Services Unit uses Clarifloc C-308P to control zebra mussels at the river intake and for hydroelectric dam components as well as for a filter aid in the water treatment process;

 

Whereas, purchase orders for supplying estimated requirements are the most stable and cost-effective way of meeting water treatment needs;

 

Whereas, funds are available in the FY19 Water Supply System and General Fund (hydroelectric) Operations and Maintenance Budgets;

 

Whereas, any future purchase orders would be subject to the availability of funding and budget approvals; 

 

Whereas, of the bids received per ITB 4536, SNF Polydyne submitted the lowest bid; and

 

Whereas, SNF Polydyne complies with the City’s Conflict of Interest and Living Wage Ordinances;

 

RESOLVED, That Council accept the Polydyne bid of $279.00 per drum for Clarifloc C-308P in accordance with the terms of ITB 4536; and

 

RESOLVED, That the City Administrator be directed to approve and issue a purchase order with SNF Polydyne for the purchase of Clarifloc C-308P in accordance with this resolution for an estimated cost of $33,480.00 in FY 2019; and

 

RESOLVED, Should SNF Polydyne be unable to furnish the chemical,  the WTP is authorized to accept the next lowest responsible bid for the purchase, Nalco Water, and issue a purchase order accordingly; and

 

RESOLVED, That if the City Administrator deems it to be in the City’s best interest, the City Administrator may issue change orders for follow-on purchases, consistent with the foregoing authorization, to cover up to three additional one-year periods at no increase in cost.
