The attached resolution is requesting approval to close Washington Street between State and Fletcher for the University of Michigan Center for Campus Involvement’s Festifall Event on Friday, September 7, 2018 from 5:00 AM until 11:00 PM. The applicant is asking for a rain date of September 11, 2018. The Center has held similar events in previous years to welcome new students to campus. As is the practice of the Ann Arbor City Police, they are denying this request based on it being a home game weekend. The Center is working with the University of Michigan police. There will be live musical performances at this event during the hours of 1:00 PM until 6:00 PM. The remaining time will be used for presentations, set-up and breakdown. The entire community is invited to participate. As such, the event site and common spaces will be accessible to normal, public pedestrian and emergency traffic.
Notification of the street closure will be through the City’s website and GovDelivery, press releases and resources through the University of Michigan at least one week prior to the event.
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses.

Whereas, it is necessary to close Washington Street between State and Fletcher on Friday, September 7, 2018 from 5:00 AM until 11:00 PM;
Whereas, the applicant has requested a rain date of Tuesday, September 11, 2018;
Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses; and
Whereas, Notification of the street closing will be through the City’s website as well as press releases and resources through the University of Michigan;
RESOLVED, That City Council approves the closing of Washington Street between State and Fletcher on Friday, September 7, 2018 from 5:00 AM until 11:00 PM with a rain date of September 11, 2018 for the Festifall event.
