Memorandum

Attached for your review and approval, please find a resolution to authorize a one-year extension of a unit-price contract (ITB No. 4476) with Scodeller Construction, Inc., to add $200,000.00 for the work of Street Crack Treatment Project-FY2019, which involves sealing cracks on various major and “local” in the City.

 

As background, the City awarded Scodeller Construction, Inc. the contract at issue for the Street Crack Treatment Project-FY2017.  The contract is a unit price contract and contemplates that quantities used in construction may vary.  The contract allows for a one-year extension for fiscal year 2019, to allow for additional work, and City staff recommends exercising this option.

 

Scope and Schedule

The Street Crack Treatment Project-FY2019 consists of crack sealing approximately 7 miles of major streets, and 5 miles of “local” streets, throughout the City to maintain and preserve their good condition.  The current schedule is for work to begin in mid-August, 2018 and reach completion by June 30, 2019. As part of the project, Scodeller Construction, Inc. will provide an exact schedule, as required to coordinate with planned City and other events, such as Art Fair, Michigan home football games, holidays, and other construction projects.

 

Budget/Fiscal Impact

Funding for this work is available in the adopted and respective FY 2019 Public Services Area, Major and Local Street Fund Operation and Maintenance Budgets.

The project will have no additional operational impacts.

 

Maintenance of Traffic

For all the streets, the contract requires maintaining “local” access including that to driveways and side streets throughout the duration of construction.  On major streets, the contract requires maintaining traffic utilizing lane closures and traffic shifts, or flag control.  On “local” streets, the Contractor will utilize part width construction and a moving work zone operation with flag control to maintain traffic.

 

Public Outreach

The Contractor, working with staff, will provide advance construction notice to residents and business owners affected by this project.  The City will notify the public of any temporary traffic control impacts on major streets.

 

Scodeller Construction, Inc. complies with the City of Ann Arbor Non-Discrimination, Prevailing Wage, and Living Wage Ordinances.

Whereas, The City’s Procurement Office received bids on Wednesday, March 29, 2017, for a contract for the Street Crack Treatment-FT2017 Project;

 

Whereas, Scodeller Construction, Inc. was the lowest responsible bidder;

 

Whereas, The contract the City entered with Scodeller Construction, Inc. allows for its extension for an additional year, subject to the terms and conditions in the original contract;

 

Whereas, Scodeller Construction, Inc. has performed this work in prior years to the satisfaction of the City;

 

Whereas, The contract sets forth the services to be performed and the payments to be made, as well as other terms and conditions, all of which are agreeable to the City;

 

Whereas, The adopted FY2019 Public Services Area, Major and Local Street Fund Operation and Maintenance Budgets include funding for the Street Crack Treatment - FY2019 project; and

 

Whereas, Scodeller Construction, Inc. complies with the City of Ann Arbor Non-Discrimination, Prevailing Wage, and Living Wage Ordinances;

 

RESOLVED, That a contract extension in the amount of $200,000.00 be awarded and agreed to with Scodeller Construction, Inc. to allow for the work of the Street Crack Treatment-FY2019 project;

 

RESOLVED, That a contingency amount of $20,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Scodeller Construction, Inc., not to exceed $20,000.00 in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract extension after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
