Resolution to Approve a Professional Services Agreement for Construction Materials Testing with CTI and Associates, Inc. for the Scio Church Road Improvements Project (RFP No. 18-02; $31,491.00)

Attached for your review and consideration for approval, please find a resolution to authorize the award of, and entry into, a Professional Services Agreement with CTI and Associates, Inc. (CTI) for construction materials testing services in an amount up to $31,491.00 for the Scio Church Road Improvements Project. These services include testing for soils, aggregates, asphalt, and concrete.
This project involves resurfacing Scio Church Road between South Seventh and South Main Streets, as well as filling sidewalk gaps on the north and south sides of Scio Church Road.
Six firms submitted proposals for the testing services. Staff evaluated these proposals and selected CTI based on its proposal, qualifications, past involvement with similar projects, and cost. CTI is in compliance with the requirements of the City’s Non-Discrimination and Living Wage Ordinances.
A contingency amount of $10,000.00 is requested to cover changes orders approved by the City Administrator.
Budget Impact
Funds for the requested services are available in the existing project budget for the Scio Church Road Improvements Project.

Whereas, It is necessary to retain a qualified testing firm to perform material testing services for the Scio Church Road Improvements Project;
Whereas, Proposals were received by the City’s Procurement Office and evaluated by Staff on the basis of qualifications, past involvement with similar projects, proposed work plan, and cost;
Whereas, CTI and Associates Inc., of Novi, Michigan, submitted to the City a proposal for the testing services that is agreeable to the City;
Whereas, CTI and Associates Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage Ordinances; and
Whereas, Funding for the construction materials testing services are available in the project budget for the Scio Church Road Improvements Project;
RESOLVED, That award of, and entry into, a Professional Services Agreement with CTI and Associates Inc. in an amount up to $31,491.00 be approved for construction materials testing services;
RESOLVED, That a contingency amount of $10,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the Agreement, not to exceed $10,000.00 in order to satisfactorily complete this project;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
