Memorandum
This resolution seeks Council approval of Amendment No. 1 to the Agreement with Washtenaw County on behalf of its Sheriff’s Office to Provide Drug Abuse Screening Services to 15th Judicial District Court defendants who are participants in the Court’s Veterans Treatment Court, Mental Health Court, and Sobriety Court programs.
Budget/Fiscal Impact: These services are funded by the Michigan Supreme Court State Court Administrative Office for Grant Fiscal Year 2018, and without regard to City Fiscal Year. A State Court Administrative Office approved grant budget adjustment of $4,500.00 within the total Michigan Veterans Treatment Court Grant Program (SCAO-MVTCGP) award will fund the additional services. Grant award acceptance was approved by City Council on 10/16/2017 (R-17-383).
Council Resolution R-18-082 approved an Agreement with Washtenaw County on behalf of its Sheriff’s Office for $37,985.00. This amendment for $4,500.00 will bring the total amount of the contract with Washtenaw County to $42,485.00. The increase exceeds the 10% contract contingency approved within R-18-082.

Whereas, The Washtenaw County Sheriff’s Office is providing Drug Abuse Screening Services to 15th Judicial District Court defendants who are participants in the Court’s Veterans Treatment Court, Mental Health Court, and Sobriety Court programs;
Whereas, The Veterans Treatment Court has a need for additional Drug Abuse Screening Services for participants; and
Whereas, the Michigan Supreme Court State Court Administrative Office (SCAO) has awarded grant funds to the 15th Judicial District Court and approved a grant budget adjustment within the total Michigan Veterans Treatment Court Grant Program award for additional Drug Abuse Screening Services;
RESOLVED, That Council approve Amendment No. 1 to the Agreement with Washtenaw County on behalf of its Sheriff’s Office in the amount of $4,500.00 for additional Drug Abuse Screening Services to 15th Judicial District Court Veterans Treatment Court participants increasing the total contract amount to $42,485.00 to be available for expenditure without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Amendment No. 1 after approval as to form by the City Attorney and as to substance by the City Administrator, and
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
