Resolution to Award a Construction Contract to Front Range Environmental LLC for the Sanitary Manhole Rehabilitation Project ($1,079,000.00)

Memorandum

Attached for your review and approval is a resolution to award a construction contract to Front Range Environmental LLC in the amount of $1,079,000.00 for the Sanitary Manhole Rehabilitation Project.

 

The Sanitary Manhole Rehabilitation Project will consist of making various repairs to approximately 300 sanitary manholes. Many of the manholes are in flood prone areas and the repairs will reduce the potential for water inflow and infiltration (I/I) to the sanitary sewer system. The repairs include a variety of methods to reduce I/I and increase the longevity of the manholes, such as installing new solid covers, replacing/repairing the top section of the manholes, and waterproofing the interior or exterior of manholes. This work follows up on one of the recommendations that came out of the City’s Sanitary Sewer Wet Weather Evaluation Project.

 

Project plans and specifications were distributed electronically to contractors, subcontractors, and suppliers through the City of Ann Arbor’s procurement website and MITN.info. Three bids were received and opened on May 23, 2018. The lowest responsive bid, from Front Range Environmental LLC in the amount of $1,079,000.00 is 50% higher than the Engineer’s Estimate. This difference is attributed to the difficulty of accurately identifying costs of this specialized type of repair work in the engineer’s estimate, for which the City has little prior experience. Attached is a summary of the bids received for the project.

 

Staff has contacted references for Front Range Environmental LLC and found that they have successfully completed similar work in other communities.

 

Front Range Environmental LLC has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal Impact

The current Capital Improvements Plan (CIP) includes the Sanitary Manhole Rehabilitation Project (UT-SN-16-12).  Funding for the project is available through the Sanitary Sewer Developer Offset Mitigation (DOM) Program and is available in the approved Sanitary Sewer Capital Budget.

Whereas, The existing sanitary manholes identified as part of the project would be greatly benefitted by repairs and rehabilitation to reduce water inflow and infiltration into the sanitary sewer system;

 

Whereas, The Sanitary Sewer Developer Offset Mitigation (DOM) Program revenue has sufficient funds for the Sanitary Manhole Rehabilitation Project (UT-SN-16-12) and is available in the approved Sanitary Sewer Fund Capital Budget;

 

Whereas, Competitive bids were received by Procurement on May 23, 2018 (ITB-4537) and Front Range Environmental LLC was the low responsible bidder with a submitted bid of $1,079,000.00;

 

Whereas, The ITB sets forth the services to be performed by said company, and the payments to be made by the City therefor, all of which are agreeable to the City;

 

Whereas, It is now necessary to enter into a Contract with said company for this construction project; and

 

Whereas, Front Range Environmental LLC has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That a contract in the amount of $1,079,000.00 be awarded to Front Range Environmental LLC for the Sanitary Manhole Rehabilitation Project;

 

RESOLVED, That a contingency amount of $100,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with Front Range Environmental LLC, not to exceed that amount, in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the Public Services Area Administrator and City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
