Attached for your review and consideration, please find a resolution to approve a contract agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Scio Church Road Resurfacing Project. The agreement defines the cost sharing for the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Surface Transportation Program (STP).

The Scio Church Road Resurfacing Project consists of the resurfacing of Scio Church Road between South Seventh Street and South Main Street. To reduce the existing storm water impacts from Scio Church Road, the pavement surface will be reduced through a road diet by shortening the existing center turn lane and narrowing the travel lanes, with infiltration trenches being installed along the south side of the road. Sidewalk gaps on both the north and south side of Scio Church Road within the project limits will be filled. An agreement is in place with the Ann Arbor Public Schools for their costs of the sidewalk construction at Pioneer High School.

Construction is expected to begin around June 15, 2018 and be completed by September 1, 2018.

Completed plans were submitted to MDOT in January of 2018, and the project was advertised in April for the May 4, 2018 MDOT bid letting. This memorandum and resolution were prepared prior to the letting date so bid results were not available. MDOT will award a contract to the qualified low bidder and administer the contract. The City will act as the project engineer.

Budget/Fiscal Impact
