Resolution to Approve a Sole Source Purchase Order to Gray Matter Systems for Control System Software Update and 1-yr Maintenance and Support ($44,721.16)

Attached for your approval is a resolution which authorizes a purchase order in the amount of $44,721.16 to Gray Matter Systems for and update of the software and 1-yr of maintenance and support for the control software used by the Water Treatment Service Unit (WTSU).
The WTSU uses this software to monitor and control processes at the Water Treatment Plant and in the water distribution system. The City’s maintenance and support agreement with Gray Matter Systems lapsed three years ago resulting in an outdated software version. In addition, Gray Matter System cannot assist us when we need their support to resolve software issues. Updating the control software will also provide capabilities which would enhance staff’s monitoring capabilities and increase efficiency in the programming control system. At the City’s request, Gray Matter System has submitted a quotation in the amount of $44,721.16, $33,374.00 for updating the control software and $11,347.16 for maintenance and support for a year subsequent to updating the control software.
Funds in the amount of $44,721.16 are available in the approved FY09 Operations and Maintenance Budget of the Water Supply System. Gray Matter Systems received Human Rights and Living Wage Approval on December 12, 2008.
