Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with TES Consultants, P.C. for construction materials testing services in the amount of $43,425.00 for the 2009 Major Street Resurfacing Project.

This project consists of the resurfacing of six major streets throughout the City. The construction is scheduled for approximately April 20, 2009 through October 2009.

We received proposals from nine firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected TES based on the proposal, staff qualifications, past involvement with similar projects, and cost. TES received Human Rights and Living Wage approval on March 3, 2009.

Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the project budget for the 2009 Major Street Resurfacing Project.

Whereas, It is necessary to retain a qualified construction material testing firm to perform testing services for the 2009 Major Street Resurfacing Project;

Whereas, Proposals were received by Procurement and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, proposed work plan, and cost;

Whereas, TES Consultants of Farmington Hills, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;
