Resolution to Approve a General Services Agreement with Kennedy Industries, Inc. for Pump Maintenance and Repair Services ($225,000.00) (RFP-18-11)

Memorandum

This memorandum and resolution requests approval of a general services agreement for pump repair and maintenance services with Kennedy Industries, Inc. for up to $225,000.00 through FY21.

 

The Water Treatment Services Unit (WTSU) has over 60 pumps of various types that are used for the treatment and distribution of the City’s drinking water supply. These pumps require periodic maintenance and repair, and, occasionally, emergency repair services.

 

In February 2018, the City issued a request for proposal to award one contract for pump repair and maintenance services for a total of up to $225,000.00 through FY21. The scope of work involves preventative maintenance, repair, and replacement services for all pumps within the City’s WTSU.

 

Based on the evaluation criteria included in the request for proposal, it is recommended that Kennedy Industries, Inc. be awarded a general services agreement to provide pump maintenance and repair services. Kennedy Industries, Inc. was the only qualified bidder and provided competitive pricing for this work. Kennedy Industries, Inc. has demonstrated that they possess the professional capacity to perform all WTSU pump repair and maintenance needs.

 

It is therefore recommended that City Council approve the general services agreement with Kennedy Industries, Inc. to provide pump repair and maintenance for $75,000.00 in FY19 with the option of two (2) one (1) year renewals at $75,000.00 per year. 

 

Kennedy Industries, Inc. complies with the requirements of the City’s Non-discrimination and Living Wage Ordinance.

 

These services are to be funded from the approved FY19 Water Supply System operating budget, and the FY20 and FY21 Water Supply System operating budget if so approved by Council.

Whereas, The City’s drinking-water system uses over 60 pumps of varying sizes and types, without which the City would be unable to deliver safe drinking water to our customers;

 

Whereas, The City is not adequately equipped to complete all required maintenance and repairs on the large number and variety of pumps that it operates;

 

Whereas, Due to the age and condition of the City’s pump inventory, emergency repairs services may be required;

 

Whereas, The City issued a Request for Proposal for Pump Maintenance and Repair Services (RFP 18-11) for periodic and emergency maintenance and repairs to pumps and related equipment utilized for treatment and distribution of the City’s drinking water;

 

Whereas, Kennedy Industries, Inc. was the only qualified bidder and provided competitive pricing for this work;

 

Whereas, The general services agreement with Kennedy Industries, Inc. will be funded from the FY19 Water Supply System Operations and Maintenance Budget, and the FY20 and FY21 Water Supply System Operations and Maintenance Budgets, if so approved by Council; and

 

Whereas, Kennedy Industries, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinance;

 

RESOLVED, That Council award a general services agreement to Kennedy Industries, Inc. for pump repair and maintenance services in the amount of $75,000.00 per year, with the option for two (2) one (1) year renewals; 

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract for general services after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution; and

 

RESOLVED, That City Council authorize the City Administrator to approve up to two one-year extensions of the Agreement, subject to the availability of funding.
