Memorandum
The City of Ann Arbor and the Office of the Washtenaw County Water Resources Commissioner (WCWRC) have a long successful history of collaboration. The Huron River Pollution Abatement project, which led to the removal of non-residential illicit connections from the stormwater system, began in 1987. This collaboration has continued with joint projects such as Olsen Park, Mallets Creek Restoration Project, Illicit Discharge and Elimination Program (IDEP), demonstration rain gardens, Mary Doyle Park and Wetlands Restoration and currently the Allen Creek Stormwater Initiative. Each of these joint projects have received grant or loan support which has been administered by the County.

On August 7, 2000, City Council approved a resolution directing the Mallet’s Creek Restoration activities be coordinated through the WCWRC. To continue to foster coordination of stormwater activities, on June 2, 2008, City Council approved a resolution to fund collaboration with the WCWRC at $35,000.00 per year.

Since that resolution was approved, the County has secured $5.7 million in low interest State Revolving Fund loans to construct stormwater improvements in Allen Creek. On November 17, 2008, City Council approved a resolution to petition the WCWRC to complete these improvements. As such, the city will require a greater level of effort from County staff than originally estimated. The attached resolution would approve an amended service order for up to $62,970.00 for each year with the Office of Washtenaw County Water Resources Commissioner for stormwater coordination services and for applications and administration of grants and loans.

Funding for this increase is available in FYO9 Stormwater System Operations and Maintenance budget. Future extensions are subject to approved funding.
