Resolution to Update and Adjust Parking Fine Schedule

Memorandum

The City periodically reviews its schedule of parking fines and makes adjustments based on those findings.  The last three such reviews were undertaken in 1998, 2004 and 2009.  Since it has been nearly nine years since the last review, City staff conducted a review of the expired meter parking fines, which is the most prevalent violation, as well as those fines which may be inconsistent with existing State statute.

 

For expired meter fines, attached is a comparison in relation to several other communities.  Comparability is difficult to perform since demand, availability, and parking system pricing strategies vary from one community to another.  Staff recommends increasing the existing fines from $20.00 to $35.00 to ensure it’s not less expensive for someone to accept a ticket rather than park legally in a parking structure.  Coordination of the expired meter fine is necessary to prudently and effectively manage the parking system overall.  A fine paid by the next business day would be discounted to $20.00 instead of the existing $10.00.

 

Section 10:77 of Chapter 126 of Title X of the Code of the City of Ann Arbor permits City Council to periodically modify and adopt a schedule of civic fines.  Since behaviors can change based on the amounts of fines, the impact to revenues cannot be projected for FY2019.  Staff will monitor results during FY2019 and adjust the FY2020 projections accordingly.

RESOLVED, That the parking fine schedule be adjusted as indicated on the attached fine schedule, effective August 1, 2018;
