Resolution to Approve New Fees for Adding Additional Quadricyles to a Commercial Quadricycle Operating Permit

Memorandum

Chapter 131 of the Ann Arbor City Code was adopted to regulate the operation of Commercial Quadricycles on streets, highways, and thoroughfares within the City in 2016.  At that time, a fee was established for the permitting of commercial quadricycles. Recently, one applicant has applied for and requested a permit and decals for more than one quadricycle. Attached for your consideration and approval is a resolution establishing a new fee for inspection of and approval of additional commercial quadricycles owned by the same applicant.

 

Under the provisions of the chapter, the City is required to charge a non-refundable fee to recover the cost of activities associate with the administration, regulation and issuance of decals and operating permits.   Fees are to be determined by resolution of City Council on the recommendation of the City Administrator.

 

When determining fees, Service Units take into account expenses such as labor, materials and supplies, equipment and overhead costs.  Vehicle regulations under the chapter require:

                     An Operating Permit Application filed with the City Clerk, which application is subject to administrative review.

                     Vehicle inspection by the City of Ann Arbor Police Department prior to operation of the vehicle.

                     Issuance of a non-transferable vehicle identification number visible on both sides of the vehicle

 

The current fee for an Annual Operating Permit is $145.00. Review and approval of additional vehicles for the same applicant will require an additional Police Department inspection and administrative review. The proposed fee is $75.00. The fees amounts have been reviewed by the Service Units involved and City Administration recommends approve of the fees.

Whereas, A new fee is necessary to recover costs for the review, inspection and approval of additional quadricycles owned and operated by the same applicant under an Operating Permit; and

 

Whereas, The proposed fees are based upon the cost of providing services;

 

RESOLVED, That the following fee schedule become effective according to the dates listed in the schedule and remain in effect until further action of City Council;

 

Annual Operating Permit Fee                     $145.00                     Effective 7/1/2016

Decal Replacement Fee                     Actual Cost of Decal                     Effective 7/1/2016

Each Additional Quadricycle                     $75.00                     Effective 6/1/2018; and

 

RESOLVED, That City Council authorize the City Clerk to take any necessary administrative actions to implement this resolution.
