Resolution to Approve a Professional Services Agreement for Construction Materials Testing with TTL Associates, Inc. for the Crest, Buena Vista, Washington Water Main Replacement Project (RFP No. 18-02; $28,366.00)

Memorandum

Attached for your review and consideration for approval, please find a resolution to authorize the award of a Professional Services Agreement to TTL Associates, Inc. (TTL) for construction materials testing services in the amount of up to $28,366.00 for the Crest, Buena Vista, Washington Water Main Replacement Project.

 

The Crest, Buena Vista, Washington Water Main Replacement Project will consist of the replacement of 4 inch and 6 inch water mains along Crest Avenue between Buena Vista Avenue and Huron Street, along Buena Vista Avenue between Crest Avenue and Washington Street, and along Washington Street between Crest Avenue and Seventh Street with 8 inch and 12 inch water main. The project also includes bump-outs along Washington, new sidewalk ramps, some curb and gutter replacement, drainage structure replacements, and street resurfacing.

 

Six firms submitted proposals for the required services. Staff evaluated the proposals and selected TTL for the Crest, Buena Vista, Washington project based on their proposal, qualifications, past involvement with similar projects, and cost. TTL has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances.

 

Services to be performed include all the necessary testing for soils, aggregates, asphalt, and concrete.

 

Budget/Fiscal Impact

The FY 2018-2019 Capital Improvements Plan (CIP) includes the Crest, Buena Vista, Washington Water Main Replacement Project. Funds for the requested services are available in the existing project budget for the Crest, Buena Vista, Washington Water Main Replacement Project.

Whereas, It is necessary to retain a qualified testing firm to perform material testing services for the Crest, Buena Vista, Washington Water Main Replacement Project;

 

Whereas, Proposals were received by the City’s Procurement Office and evaluated by Staff on the basis of qualifications, past involvement with similar projects, proposed work plan, and cost;

 

Whereas, TTL Associates, Inc. of Plymouth, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;

 

Whereas, TTL Associates, Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage Ordinances; and

 

Whereas, Funding for the construction materials testing services are available in the project budget for the Crest, Buena Vista, Washington Water Main Replacement Project;

 

RESOLVED, That a Professional Services Agreement with TTL Associates, Inc. in the amount of up to $28,366.00 be approved for construction materials testing services for the Crest, Buena Vista, Washington Water Main Replacement Project;

 

RESOLVED, That a contingency amount of $5,000.00 be established to cover change orders approved by the City Administrator;

 

RESOLVED, That a contingency amount of $5,000.00 be established within the project budget, and that the City Administrator be authorized to approve change orders to the Professional Services Agreement with TTL Associates, Inc., not to exceed that amount, in order to satisfactorily complete the project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
