Resolution to Approve the Professional Services Agreement with StructureTec Corporation (“StructureTec”), for the Water Treatment Plant Architectural and Structural Repairs Project Engineering Services ($133,950.00)
Memorandum
This memorandum and resolution requests approval of a professional services agreement for professional engineering services with StructureTec for 2018 Water Treatment Plant (WTP) Architectural and Structural Repairs for a total of $133,950.00.
The Water Treatment Services Unit (WTSU) has maintains approximately 20 different building envelopes and roofing systems throughout the City. The building envelopes and roofing systems are all different vintages and materials of construction. StructureTec completed a Roofing Evaluation in June 2017 and a Building Envelope (Masonry) Evaluation study in November 2017 of the WTSU facilities and found that these buildings exist in various conditions ranging from very poor to satisfactory. The roofing evaluation found that many of the roof systems have exceeded their service life and show signs of deteriorated sealant, deteriorated flashing and failed insulation, and experience leaks that have resulted in water damage. The masonry evaluation found that some of the older wall systems that date back to 1938 have widespread areas of cracked masonry units and deteriorated mortar joints. While the WTSU completed its first phase of structural repairs in 2006, it intends to continue to take a phased approach to address the balance of the needs that were identified in this 2017 evaluation. This second phase and future phases have been programmed in the City’s Capital Improvements Plan.
In January 2018, the City issued a request for proposals for professional engineering services for the 2018 WTP Architectural and Structural Repairs Project. The scope of this project includes professional engineering services for design and construction document preparation for the 2018 WTP Architectural and Structural Improvements, as well as to provide assistance during the bidding phase. Due to the magnitude of the necessary repairs, the design will prioritize the work into multiple phases. The first phase will address the most critical items and includes extensive rehabilitation of the original 1938 buildings at the WTP. This work consists of repairing, sealing and re-setting limestone coping stones, masonry replacement and other masonry repair work, as well as roof and insulation replacement.
The City received five (5) proposals for this work from the following firms: Arcadis of Michigan, LLC, Hubbell, Roth & Clark, Inc., Kohler Architecture, StructureTec, and Wiss, Janney, Elstner Associates, Inc. After initial evaluation using the scoring system outlined in the Request for Proposal (RFP), the City created a shortlist of the top three (3) firms, to which the fee proposals were requested. After evaluation of the top proposals, along with their fees, it was decided that StructureTec was the most qualified firm to provide these services. It is therefore recommended that City Council approve the professional services agreement with StructureTec to perform the professional engineering services for the 2018 WTP Architectural and Structural Repairs Project.
StructureTec complies with the requirements of the City’s Non-Discrimination and Living Wage ordinance.
This project is included in the City’s Capital Improvement Plan and funding is in the approved in the Water Supply System Capital Budget. Of the total services, $128,950.00 will be funded from the Water Supply System Capital Budget and $5,000.00 will be funded from the General Fund Operations and Maintenance Budget for FY19, if so approved by Council.

Whereas, This project represents the second phase of architectural and structural repairs needed at Water Treatment Service Unit (WTSU) facilities that began in 2006;
Whereas, An engineering consultant is required to design the necessary repairs, prepare construction documents, and provide bid phase services in order to implement the high priority repair recommendations identified in the recently completed roofing and building envelope (masonry) evaluations of WTSU facilities;
Whereas, Of the five (5) proposals received, StructureTec was selected as the most qualified firm to provide the required engineering services; Whereas, Funding for this work is in the approved Water Supply System Capital Budget and in FY19 $128,950.00 will be funded from the Water Supply System Capital Budget and $5,000.00 will be funded from the General Fund (Hydroelectric) Operations and Maintenance Budget if so approved by Council; and
Whereas, StructureTec complies with the requirements of the City’s Conflict of Interest, Non-Discrimination and Living Wage Ordinances;
RESOLVED, That the Professional Services Agreement with StructureTec is approved in the amount of $133,950.00;
RESOLVED; That a contingency in the amount of $13,400.00 be approved to finance change orders to the professional services agreement to be approved by the City Administrator;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Professional Services Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;
RESOLVED, That the City makes the following declaration for the purposes of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the internal Revenue Code of 1986, as amended, that the City reasonably expect to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;
RESOLVED, That the professional services are to be funded from the Water Supply System Capital Budget and future operating or Capital Budgets if so approved by Council;
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution; and
RESOLVED, That the funds be available for the life of the project without regard to fiscal year.
