Memorandum
Attached for your consideration is a resolution to approve a request from the Mayor's Office to close the following streets to facilitate the staging of the 9th Annual Mayor's Green Fair on Friday, June 12, 2009 from 3:00 P.M. to 11:00 P.M.
 
q      S. Main Street from William Street to Huron Street
q      Liberty Street from S. Ashley Street to S. Fourth Avenue
q      Washington Street from S. Ashley Street to S. Fourth Avenue (except for traffic entering or exiting the Washington Street Parking Structure)
 
The event itself will be conducted from 6:00 P.M. to 9:00 P.M.  The extended time for the requested street closure will facilitate set up and take down activities related to the event.
 
The sponsor will insure that access to the Washington Street parking structure is maintained during the event.  In addition, the sponsor will coordinate the bagging of parking meters with the DDA and Republic Parking.
 
There is a possibility that due to previously scheduled resurfacing on Liberty Street in June, E. Liberty Street from S. Main Street to S. Fourth Avenue may still be under construction, which may necessitate last minute changes to the requested street closings.  If such a change is required, the City Administrator will approve those changes administratively.
 
The sponsor agrees to obtain all necessary permits and to comply with all City regulations governing the use of the streets.
 
The sponsor will mail written notice to all affected businesses, religious institutions and area residents 14 days prior to the event.  The sponsor also agrees that if additional street closings are required due to construction after mailed notices have gone out, the sponsor will have additional notices hand delivered to businesses, religious institutions and area residents affected by any additional street closings.
 
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The Mayor's Office is sponsoring the 9th Annual Mayor's Green Fair on Friday, June 12, 2009 from 6:00 to 9:00 P.M.;
 
Whereas, It is necessary to close the following City streets from 3:00 - 11:00 P.M. for set-up and take down and to facilitate a successful event:
 
q      S. Main Street from William Street to Huron Street
q      Liberty Street from S. Ashley Street to S. Fourth Avenue
q      Washington Street from S. Ashley Street to S. Fourth Avenue (except for traffic entering or exiting the Washington Street Parking Structure)
 
Whereas, The street closures will be signed, barricaded and properly supervised;
 
Whereas, The sponsor agrees to obtain all necessary permits and to comply with all City regulations governing the use of the streets;
 
Whereas, The sponsor will mail written notice to all affected businesses, religious institutions and area residents 14 days prior to the event; and
 
Whereas, The sponsor also agrees that if additional street closings are required due to construction after mailed notices have gone out, the sponsor will have additional notices hand delivered to businesses, religious institutions and area residents affected by any additional street closings;
 
RESOLVED, That City Council approve closing of the following streets on Friday, June 12, 2009 from 3:00 P.M. to 11:00 P.M.:
 
q      S. Main Street from William Street to Huron Street
q      Liberty Street from S. Ashley Street to S. Fourth Avenue
q      Washington Street from S. Ashley Street to S. Fourth Avenue (except for traffic entering or exiting the Washington Street Parking Structure)
