Memorandum
Background
H.R. 38, the Concealed Carry Reciprocity Act of 2017 (1), and S. 446, the Constitutional Concealed Carry Reciprocity Act of 2017 (2), would overrule state laws, by forcing each state to honor concealed carry permits from every other state, no matter the difference in strength of those state laws. State protections against the proliferation of guns in public will be undermined, and in doing so, endanger law enforcement officers and vastly complicate their jobs. These bills will weaken attempts to stop illegal gun trafficking. Local resistance to these federal measures has been increasing. The US Conference of Mayors has passed a resolution in opposition (3), as well as the American Bar Association (4). It is deplorable that we cannot work together as a country to pass sensible gun legislation at the national level, so we must act locally to combat this public health issue.

Police, District Attorneys of major cities, state Attorneys General, military leaders, and professional organizations have spoken out against CCR (6). The California State Legislature has put its opposition on the record (7), and other states are moving such measures forward. In addition, 28 city/town councils have adopted resolutions opposing HR38/S446: New York, NY (8), Los Angeles, CA (9), Chicago, IL (10), San Francisco, CA (11), Oakland, CA (12), Minneapolis, MN (13), New Orleans, LA (14), St. Paul, MN (15), Newark, NJ (16), Rochester, NY (17), Providence, RI (18), Syracuse, NY (19), Elizabeth, NJ (20), Hartford, CT (21), Berkeley, CA (22), Cambridge, MA (23), Somerville, MA (24), Wilmington, DE (25), East Orange, NJ (26), Hoboken, NJ (27), Teaneck, NJ (28), Fort Lee, NJ (29), Ithaca, NY (30), Tenafly, NJ (31), Westwood, NJ (32), Cresskill, NJ (33), Byram, NJ (34), Old Tappan, NJ (35), and Woodcliff Lake, NJ (36).
