Memorandum

Attached for your review and consideration for approval, please find a resolution to authorize the award of a Professional Services Agreement with Testing Engineers and Consultants, Inc. (TEC) for construction materials testing services in the amount of $56,536.00 for the North Fifth Avenue Reconstruction project.

 

This project will reconstruct North Fifth Avenue between Catherine and Kingsley Streets, and Detroit Street between North Fifth Avenue and Kingsley Street, which will include replacement of the brick pavers; replacement of approximately 2,000 feet of 6” water main with 12” water main; storm water infiltration and storm sewer replacement; sidewalk and ramp replacement; streetlight replacement; and extensive streetscape improvements.

 

Six firms submitted proposals for the required services. Staff evaluated the proposals and selected TEC based on their proposal, qualifications, past involvement with similar projects, and cost. TEC is in compliance with the requirements of the City’s Non-Discrimination and Living Wage Ordinances.

 

Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete.

 

A contingency amount of $10,000.00 is requested to cover changes orders approved by the City Administrator.

 

Budget Impact

Funds for the requested services are available in the project budget for the North Fifth Avenue Reconstruction Project.

Whereas, It is necessary to retain a qualified testing firm to perform material testing services for the North Fifth Avenue Reconstruction project;

 

Whereas, Proposals were received by the City’s Procurement Office and evaluated by Staff on the basis of qualifications, past involvement with similar projects, proposed work plan, and cost;

 

Whereas, Testing Engineers and Consultants, Inc. of Ann Arbor, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;

 

Whereas, Testing Engineers and Consultants, Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage Ordinances; and

 

Whereas, Funding for the construction materials testing services are available in the project budget for the North Fifth Avenue Reconstruction project;

 

RESOLVED, That a Professional Services Agreement with Testing Engineers and Consultants, Inc. in the amount of $56,536.00 be approved for construction materials testing services;

 

RESOLVED, That a contingency amount of $10,000.00 be established to cover changes orders approved by the City Administrator;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That City Council authorize the City Administrator to approve change orders to the agreement within the contingency amount; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
