Resolution to Prohibit On-Street Parking on the South Side of Pauline Boulevard from S. Seventh Street to Redeemer Avenue

Attached for your review and approval, please find a resolution approving the City Administrator’s issuance of a traffic control order prohibiting on-street parking on the south side of Pauline Boulevard from S. Seventh Street to Redeemer Avenue.
The pavement on Pauline Blvd. between Stadium Boulevard and S. Seventh Street is in poor condition and needs replacement. In addition, the water main there is undersized and requires an upgrade to increase its capacity.
The Pauline Boulevard Water Main Replacement Project design includes replacing the water main with a new, larger water main, while also improving the vehicular, pedestrian and bicycling environment. The design also includes resurfacing the roadway, replacing some curbs and gutters, installing new bump-outs at strategic intersections to improve pedestrian access, and providing buffered bike lanes along the entire limits of the project.
Following the recommendations of the City’s Non-motorized Transportation Plan, bike lanes along Pauline Boulevard from Stadium Boulevard to S. Seventh Street were included in the design. Feedback from the Transportation Commission recommended inclusion of “buffered” bike lanes as part of the project. To incorporate the separated, “buffered” bike lanes east of Redeemer, it will be necessary to eliminate parking on one side of the road.
Options for proposed street layout were presented to public at the meeting on October 12, 2017. In addition, residents directly affected by the change in the street layout were contacted via mail asking for their feedback. Residents were asked whether the City should either removed parking from the south side or implement a staggered parking concept on Pauline Boulevard between Redeemer Avenue and S. Seventh Street. Thirteen (13) survey cards were returned. Of those, 9 favored parking on the north side only, 1 favored staggered parking; and 3 favored no option, but rather only provided comments. Based on the results of the survey, City staff developed a final design that includes eliminating parking on the south side of the Pauline Boulevard from Redeemer Avenue to S. Seventh Street and provides buffered bike lines for all of Pauline Boulevard from Stadium Boulevard to S. Seventh Street.
The removal of the on-street parking on the south side of the Pauline Boulevard from Redeemer Avenue to S. Seventh Street was recommended by the Transportation Commission for approval by City Council.
The City Code requires Council approval before the City Administrator may issue a traffic control order prohibiting parking for more than one block. Therefore, the attached resolution is being submitted to City Council to obtain that approval for the south side of Pauline Boulevard from Redeemer Avenue to S. Seventh Street.

Whereas, The City’s Non-motorized Transportation Plan calls for on street bicycle lanes on Pauline Boulevard;
Whereas, Pauline Boulevard is an important corridor connecting the City’s west side to the Downtown area;
Whereas, On-street parking is currently allowed on only some parts of Pauline Boulevard, and on-street bike lanes are currently not provided throughout the entire length of Pauline Boulevard;
Whereas, Pauline Boulevard is not wide enough to accommodate “buffered” bike lanes, parking lanes, and vehicular traffic lanes;
Whereas, A survey of local residents in November 2017 indicated approximately 70% approval for removing the parking on the south side of Pauline Boulevard from Redeemer Avenue to S. Seventh Street;
Whereas, That the Transportation Commission recommends that the City Council approve the City Administrator’s issuance of a traffic control order prohibiting on-street parking on south side of Pauline Boulevard from Redeemer Avenue to S. Seventh Street; and
Whereas, the City Code requires Council approval before the City Administrator may issue a traffic control order restricting parking for more than one block.
RESOLVED, That City Council approve of the City Administrator’s issuance of a traffic control order prohibiting parking on the south side of Pauline Boulevard from Redeemer Avenue to S. Seventh Street and ordering installation of appropriate signage for “No Parking Tow Away Zone” along the south side of Pauline Boulevard from Redeemer Avenue to S. Seventh Street; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
