Resolution to Approve an Amendment to the Purchase Order with Parkson Corporation for Bar Screen Replacement Parts and On-site Repair Services at the Wastewater Treatment Plant (Not to Exceed $20,000.00)

Memorandum

Your approval is requested to authorize an amendment in an amount not to exceed $20,000.00 to the existing $37,340.00 Purchase Order (PO) with Parkson Corporation (Parkson), for a total amount not to exceed $57,340.00. The scope of services for this PO is to provide replacement parts and on-site repair services for the Lynx Grabber Automatic Bar Screen system at the City’s Wastewater Treatment Plant (WWTP).

 

On September 18, 2017, Council approved a sole source PO with Parkson in the amount of $37,340.00 based on their on-site visual inspection and assessment of the parts and services needed to repair the bar screen system. While Parkson’s service technicians were dismantling the bar screen system for repairs, they found unforeseeable damage to the metal tracks upon which the bar screen rake travels. As a result, fabrication of U-bars and assembly with cog rail parts needs to be performed by Parkson at an additional cost of $9,246.00. As part of the $20,000.00 amendment to the PO, WWTP staff is requesting a contingency of $10,754.00 to fund repairs of any other unforeseeable issues with the bar screen system.

 

Parkson complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

Funds to finance this purchase are included in the approved FY18 WWTP Operation and Maintenance Budget for the Sewage Disposal System.

Whereas, The Wastewater Treatment Plant (WWTP) uses a Lynx Grabber Automatic Bar Screen system manufactured by Parkson Corporation (Parkson);

 

Whereas, The automatic bar screen system enables the WWTP to protect downstream equipment and ensure National Pollutant Discharge Elimination permit compliance;

 

Whereas, On September 18, 2017, Council approved a sole source PO with Parkson in the amount of $37,340.00 to provide replacement parts and on-site repair services for the WWTP’s bar screen system;

 

Whereas, Parkson’s service technicians found unforeseeable damage to the bar screen system that requires fabrication of U-bars and assembly with cog rail parts at an additional cost of $9,246.00;

 

Whereas, As part of the $20,000.00 amendment to the PO with Parkson, WWTP staff is requesting a contingency of $10,754.00 to fund repairs of any other unforeseeable issues with the bar screen system;

 

Whereas, Parkson is the sole source of appropriate replacement parts for the automatic bar screen system;

 

Whereas, Parkson complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances; and

 

Whereas, Funds for this purchase are available in the approved FY18 WWTP Operation and Maintenance Budget of the Sewage Disposal System.

 

RESOLVED, That Council approve an amendment to the sole source purchase order to Parkson in the amount of $20,000.00, for a total purchase order amount not to exceed $57,340.00, for replacement parts and on-site repair of the WWTP's Lynx Grabber Automatic Bar Screen system, including additional parts and repair work within the contingency amount; and

 

RESOLVED, That the City Administrator or designee be authorized to take the necessary administrative actions to implement his resolution.
