Resolution No. 4 - Confirming the East Stadium Boulevard Sidewalk Special Assessment
Memorandum
Attached for your review and approval is Resolution No. 4 confirming the Special Assessment Roll for the East Stadium Boulevard Sidewalk - Special Assessment, District No. 49, File No. 2014-035.
In accordance with the City's Non-Motorized Plan and Complete Street approach, a new sidewalk to close gaps and provide a continuous pedestrian connection along the south side of East Stadium from South Main Street to 200' east of Kipke Drive and adjacent to Ann Arbor Golf and Outing Club (AAGO) was constructed.
Staff from Engineering held many coordination and negotiation meetings with representative of AAGO during the project design phase. These negotiations culminated in the City obtaining a temporary grading permit and informing AAGO of their responsibility for the cost of a portion of the newly constructed sidewalk. Resolution 2 establishing the cost of the project and the project revenue sources and directing the preparation of the special assessment roll was approved by Council on October 16, 2017. Resolution No. 3, approved by Council on November 20, 2017 scheduled the Public Hearing for December 18, 2017.
In accordance with City Code it is recommended that the special assessment amount of $19,702.09 be given 15 annual payments at an interest rate of 3.948%.
