Attached for your review and action is a resolution to approve returning funds in the amount of $175,000.00 to the Ann Arbor Downtown Development Authority (DDA) and appropriate funds.
Budget/Fiscal Impact: Return of the funds, as required under the terms of the grant award, will have no impact on the intended project since the City is not proceeding with it at this time.
In February of 2016 the DDA approved a grant in the amount of $175,000.00 to support the construction of the proposed new Farmers Market structure. City staff bid the project for construction twice in 2017 and each time bids came back significantly higher than the project budget anticipated. As a result the Farmers Market Infrastructure project has been put on hold and grant funds received from the DDA need to be returned. Should the project move ahead at a later date the City will likely reapply for a grant from the DDA.

Whereas, On February 3, 2016 the Downtown Development Authority (DDA) approved a grant in the amount of $175,000.00 from its FY16 TIF budget, as recommended by its Finance Committee, to support the construction of the proposed new Farmers Market structure;
Whereas, Awarded grant funds in the amount of, $175,000.00 were received by the City from the DDA in FY16 and deposited in Fund 71 (The Parks Maintenance and Capital Improvements Millage);
Whereas, Under the term of the grant, DDA grant funds are to be returned to the DDA if the project is unable to move forward; and
Whereas, The proposed Farmers Market project is unable to move ahead at present due to construction bids exceeding available project funding;
