Resolution to Authorize a Sole Source Purchase Order to Gridsmart Technologies, Inc. in the amount of $126,672.00 for Traffic Signal Detection Devices.

Memorandum

Please find attached for your consideration a resolution that authorizes a sole source purchase order to Gridsmart Technologies, Inc. for the purchase of non-intrusive vehicle detection devices.  The devices are installed roadside, providing software defined detection zones to meet the need for actuated traffic signal operations. 

 

Gridsmart’s technology allows detection units to track vehicles in a 360-degree radius and provided data on the vehicles such as volume, turning movements, and length-based classification.  These devices will allow the City to modify vehicle detection zones via computer rather than physical relocation or adjustment of field devices. The devices can be used to monitor traffic patterns and make system adjustments as needed.  The devices also allow for traffic signal operations at locations that have private drives and/or entrances without installing City equipment on private properties.  Finally, we are testing the devices for the ability to detect bicycle and pedestrian traffic for consideration in future traffic signal operation.

 

The devices will be installed at the following locations:

 

                     Plymouth and Green Intersection

                     Glenn and Catherine Intersection

                     Glenn and Ann Intersection

                     South Industrial and Eisenhower Intersection

                     Turnberry and Packard Intersection

                     Maple and Maple Village Entrance

                     First and Miller Intersection

 

 

Budget/Fiscal Impact

The funding for these devices is included in the FY 18 approved Major Street Fund Operations and Maintenance Budget and various capital projects. In cases of private development construction projects that affect traffic patterns, the City seeks restitution for the equipment by the developer. 

 

Gridsmart Technologies Inc. is the sole source provider of Gridsmart products. 

 

Gridsmart Technologies Inc. complies with the requirements of the City’s Non-discrimination Ordinance.

Whereas, The technology provided in Gridsmart detection devices allows for non-intrusive vehicle detection and software defined detection zones to meet the need for actuated traffic signal operations;

 

Whereas, Vehicle detection zones with these devices can be modified without physical relocation or adjustment; 

 

Whereas, These devices will be used to test the feasibility of detecting bicycle and pedestrian traffic;

 

Whereas, Gridsmart Technologies, Inc., complies with the City’s non-discrimination ordinance; and

 

Whereas, Sufficient funds are included in the approved FY 18 Public Works Major Street Fund Operations and Maintenance budget and approved capital budgets; 

 

RESOLVED, City Council approve a sole source purchase order to Gridsmart Technologies, Inc. In the amount of $126,672.00; and

 

RESOLVED, That Council authorize the City Administrator to take the necessary administrative actions to implement this resolution.
