Attached for your review and action is a resolution to approve a $134,805.00 contract with Aquatic Renovation Systems, Inc. to install a PVC pool liner at Veterans Memorial Park Pool.

Budget/Fiscal Impact: Funding is available in the approved FY2018 Park Maintenance and Capital Improvement Millage budget.

The Parks and Recreation Open Space Plan identifies replacement of the pool liner as a priority project for major capital maintenance to maintain the structural integrity of the pool.

The surfacing at Veterans Memorial Park pool is in poor condition and requires replacement. It is currently lined with marcite (a cementitious product that covers the pool shell) that has cracked, resulting in a rough, chipped pool surface that is unpleasant for users.

Instead of replacing the pool liner with the same product, staff are recommending that it be replaced with a PVC liner, as they have been shown to last at least twice as long as Marcite, have a smoother surface, and won't require yearly patching as marcite typically does. In 2014, Buhr and Fuller pools had their marcite liners replaced with PVC and both are performing well and have required far less maintenance than marcite pools demand.

The project meets the sustainability goal of promoting active living and learning. The pool liner replacement will contribute to residents' quality of life by improving a recreational amenity for all members of our community.

The pool liner replacement will be scheduled to be completed prior to the pool opening for the 2018 season.
