Memorandum

This memorandum and resolution requests the approval to award a purchase order to Universal Filtration & Pumping Solutions, Inc. (UF&PS) for furnishing of the hydraulic powerpack unit required to operate Willett Pump No. 3, one of the filter press feed pumps at the Water Treatment Plant ($45,940.00). 

 

The Water Treatment Plant dewaters solids produced during treatment of the City’s drinking water using two plate and frame filter presses.  Solids, or sludge, are fed to the presses via three pumps (Willett Pumps No. 1-3).  Both filter presses and the three Willett pumps are original equipment from 1979 and are nearing the end of their service life. Solids dewatering is a critical element of the treatment process.  Without the dewatering equipment, the City must send the sludge generated from the treatment process to a settling pond located behind Wines and Forsyth Schools along M-14, which has minimal remaining capacity.  

 

A condition assessment of the filter presses and pumping equipment was conducted by UF&PS in February of 2017 and resulted in several recommendations for refurbishment/replacement of filter press and filter press feed pump components. The highest priority recommendation from UF&PS is to replace Willett Pump No. 3’s hydraulic controls.

 

The City requested a quote from UF&PS as the Best Source product and vendor.  UF&PS is the original supplier of the filter press system and provides materials and equipment that are compatible with the existing system. The proposed scope of work for UF&PS is to provide a new filter press feed pump hydraulic control unit to replace the existing unit on Willett Pump No. 3 that is not functional and cannot be repaired.  Removal of the existing unit and installation of the new unit will be performed by WTP staff.

 

It is recommended that UF&PS’s quotation for $45,940.00 be accepted, and that UF&PS be awarded the purchase order for the hydraulic control unit for Willett Pump No. 3.

 

The resolution includes a contingency in the amount of $5,000.00 for changes to the purchase order with UF&PS to cover unforeseen conditions.

 

Funds for this project areavailable in the approved FY18 Water Treatment Plant Water Supply System’s Operations and Maintenance Budget.

Whereas, The replacement of the filter press feed pump (Willett Pump No. 3) hydraulic control unit will replace a critical component of the sludge dewatering system that is not functional and cannot be repaired;

 

Whereas, It is necessary to purchase the filter press feed pump (Willett Pump No. 3) hydraulic unit to ensure continuous feed to the filter press and maintain uninterrupted operation of the sludge dewatering system;

 

Whereas, Universal Filtration & Pumping Solutions, Inc. is uniquely qualified to provide the filter press feed pump hydraulic control unit because they are the sole authorized vendor of this equipment in our service area;

 

Whereas, Funding for the filter press feed pump (Willett Pump No. 3) hydraulic control unit is available in the approved FY18 Water Treatment Plant Water Supply System Operations and Maintenance Budget; and

 

Whereas, Universal Filtration & Pumping Solutions, Inc. complies with the City’s Living Wage and Non-Discrimination Ordinances;

 

RESOLVED, That Council accepts the quotation for the filter press feed pump hydraulic control unit and awards a purchase order to Universal Filtration & Pumping Solutions, Inc. in the amount of $45,940.00;

 

RESOLVED, That Council approves a contingency in the amount of $5,000.00 to the purchase order with Universal Filtration & Pumping Solutions, Inc. for changes to be approved by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
